The flood cut, and what can be dried instead of replaced
Gypsum board does not only get wet where the water touched it. The paper facing and the core draw it upward against gravity, so the wet band climbs well above the waterline. That is why the cut runs horizontally at a height instead of the sheet coming off wall to wall.
The cut is a drying decision before it is a demolition one. With the lower band off, wet insulation comes out of the affected bays, the studs and base plate can be metered directly instead of guessed at through a finished surface, and air moves through the cavity. An uninsulated bay that took clean water often needs no cut at all.
There is no standard height. The line goes above the point where the meter stops reading wet, plus a margin, and it lands where there is framing to fasten the new edge to, because an unsupported butt joint cracks along the tape as the building moves.
Ceiling repair in Vancouver after a leak
A stain alone does not show whether the ceiling needs paint or replacement. Push the affected area with a flat palm. If it flexes, feels spongy, sheds gypsum crumbs or has screw heads popped through the mud, it has lost its structure and gets replaced. If it feels like the rest of the ceiling, the board may still be sound.
To find out whether it is over, pencil a line around the stain and write the date beside it. If the stain grows past the pencil, the source is still running.
Paint alone does not fix a stain. What you are looking at is dissolved minerals and tannins drawn out of framing and drywall paper by evaporation. They are water soluble, so a fresh waterborne coat redissolves them and they bleed back through as it dries. Shellac or oil based primer seals them. On a textured ceiling a sprayed pattern rarely matches into a patch under side light, so we usually quote retexturing the whole plane.
Flooring in Vancouver: which floors survive water
What decides it is rarely the surface you see. It is the layer underneath, and whether water trapped below has a route out.
Laminate
A printed layer over a fibreboard core of wood fibre compressed with heat and glue. Water swells it and the compression never returns. Edges pucker, ends lift, click joints stop seating. Soaked laminate is replaced.
Engineered hardwood
A wood veneer over plywood, far more stable than laminate. Floated floors trap water against the subfloor and get lifted so the deck can dry. Glued floors let go in patches you find by tapping for hollow spots. Once the veneer delaminates it is finished.
Solid hardwood
Worth saving, and the attempt has to start within a day or two. Drying mats pull moisture up through the boards, which blowing air across a finished face barely does. Sanding it flat too early turns a recoverable floor into a replacement.
Vinyl plank
Vinyl plank is sold as waterproof, but that describes the product rather than the whole floor assembly. Water that passes a click joint sits on the subfloor with nowhere to drain. Lifting the plank gives the deck a route to dry.
Tile
Ceramic or porcelain on a slab usually comes through untouched. If the slab has dried, the grout is sound and nothing sounds hollow when you tap across it, there is nothing to replace. Tile over plywood is different, because water runs down the grout lines into the wood.
Carpet
The underlay goes in nearly every case, since it holds water like a sponge. Carpet itself is sometimes fine after clean water caught quickly. After a sewer backup into a finished basement it has to be removed.
The subfloor cannot be assessed fully until the old floor is up. Plywood separates at the glue lines, and strand board swells at the cut edges.

Does water damaged drywall always have to be replaced?
No, not always. It depends on how long the board stayed wet, what the water carried and what sits behind it. Clean water caught quickly in an uninsulated bay can often be dried in place. Board that soaked in contaminated water goes, and board with wet insulation behind it leaves with it.
Can I just paint over a water stain on the ceiling?
Only with a stain blocking primer, and only once the leak above is fixed and the ceiling has dried. Ordinary latex will not hold a stain back, because the mark is dissolved minerals and tannins that redissolve in a fresh waterborne coat and bleed through. Shellac or oil based primer seals them.
